Actual Hours Default to 0

In the 'profitability' tab, 'actual hours' shows estimated hours rather than actual hours logged. Would be better if actual hours were empty until they get logged. Seems problematic that if no hours are filled, it will automatically display as the estimated hours. For instance, if one step is skipped/not needed, the hours will still display as the estimate, even though 0 hours were actually performed for the job. In essence, the actual hours summary is inaccurate, leading to an imprecise profitability summary.

We are currently reviewing sales orders and noticing that if there has been NO actual hours logged to a labour cost line, that line will automatically default the actual used quantity to be the same figure as estimated.
This is not a very accurate summation of the sales order. If staff have logged their hours to a different labour line, this is not a critical concern for us. But having hours USED, that were not, puts an false cost to the order.
We have noticed we can edit the order, but this can very time consuming and chances of errors.
Is there a setting where this can default to zero, unless hours or items are logged?
By having it default to zero, it would also be a quick visual reminder that something may have been missed.
This would also be very helpful for the PRODUCTS, that if no order has been placed then it will show as 0.
